Fund a research project to investigate the merits, costs, strategies and implications of the whole of industry project delivery approach using ICT (collaborative working/virtual prototyping.)
In a year's time
Initiating and funding a research project to investigate the feasibility of adopting the whole of government approach in ICT based collaborative working in construction industry. (Productivity Commission should be a part of the research team; similar to the Norwegian/GSA initiatives.)
These should focus on:

Announcing the whole of government initiative for ICT based collaborative working in construction industry -- roadmap, timeline & resource.
Use the whole of government approach in ICT based collaborative working in construction industry to leverage the industry to adopt the whole of industry innovation.
Funding and facilitating the construction industry to establish new processes of multi-disciplinary collaborative working using ICT and common standards across life cycle stages among the following stakeholders:
Funding research on the benefits, cost and availability of suitable communication infrastructures (e.g. IFC, XML), security, privacy, content, appropriate protection of intellectual property, regulation of market power and taxation of e-commerce from the whole of industry perspective.
Long term
Removing unnecessary structural barriers to competitive pressures to strengthen incentives to lift performance by, amongst other things, adopting technologies and using them innovatively (e.g. setting up alliancing projects and adopting automatic processes using ICT.)
